Working group in the Society for Evaluation

The aim of the working group is to raise public awareness of evaluations in the cultural area/sector and to minimize the existing scepticism on the part of the various stakeholders, in particular through

  • a constant, systematic exchange of information and experience between science, theory and practice,
  • reviewing the applicability of methods in this area and, if necessary, adapting them to the specific conditions in this field of action.

 

The Working Group Evaluation of Culture and Cultural Policy would like to address all those involved in and affected by evaluations (clients, contractors and those evaluated) in equal measure.

The subject of the evaluation and thus the fields of action of the working group can be both smaller and larger cultural instituation aas well as cultural policy institutions (e.g. theaters and museums, intermediary organizations), permanent or temporary projects (e.g. exhibitions, festivals and cultural weeks) as well as programs (e.g. qualification measures, scholarships, study visits) from the fields of culture, cultural policy and interculture. In terms of content, the focus is on the organization of culture and cultural policy, institutional and project funding and the measurement of target achievement and the impact of measures.

The aim of the working group is to contribute to improving and ensuring the quality of evaluations in the cultural and cultural policy sector. As this is an open forum, all interested parties are cordially invited to participate in the exchange and joint work.

Formation of the working group

On June 23, 2006, a conference on evaluation in foreign cultural policy took place at the Center for Evaluation (CEval) in cooperation with the Wissenschaftlicher Initiativkreis Kultur und Außenpolitik (WIKA) and the Institut für Auslandsbeziehungen e.V. (ifa).

The commitment and interest in the workshop topic as well as the discussions during the conference encouraged Prof. Dr. Reinhard Stockmann (Director CEval) and Prof. Dr. Kurt-Jürgen Maaß (Secretary General ifa) to initiate the establishment of a working group "Evaluation of Culture and Cultural Policy". A constituent meeting took place at the annual conference of DeGEval on September 28/29, 2006 in Lüneburg.

The concept of culture is understood here in a broad sense. This understanding is also reflected in the heterogeneity of the actors from this policy field and from the field of evaluation research who are interested in participating in such a working group. These include the Federal Foreign Office, the Goethe-Institut, the Alexander von Humboldt Foundation, the Institute for Foreign Cultural Relations, the International Center for Higher Education Research (University of Kassel), the Center for Evaluation and Methods (University of Bonn) and the Center for Evaluation (Saarland University).
